What are country exceptions?
With country exceptions, stores are capable of configuring shipping method settings for each countries and restricting some countries from using a certain shipping method.
By selecting a country and a shipping method, stores will be able to configure country exception settings.
Settings:
There is a button in the middle of the country exceptions page so please add a setting from there.
Next, please select which country and shipping method to edit.
The setting configuration is the same as Advanced shipping method settings, but there are some additional settings like the activation/deactivation of certain shipping methods for a country or a "Default" setting in the Rate modifications settings.
The settings configured in Country exceptions will only be available to the country and shipping method that the store has selected.
The basic settings are the same as Advanced shipping method settings, so please read that article for the configuration.
After configuration, the setting should look like the following:
Things to watch out for:
If any customizations/exceptions are made to a certain country and the shipping method itself is deactivated afterwards, the shipping method for the country with modified settings will still have the shipping method ON.
Status: "Restricted"
This is the setting to restrict certain countries of a shipping method.
For example, a certain country will be restricted of the shipping method : EMS.
Rate modifications - The difference between "Default" and "None"
If the "Default" is selected in the country exceptions setting, the shipping rate set in the advanced shipping methods section will be used.
If "None" is selected, the shipping method set by Japan Post will be used even if there are modifications to the Advanced shipping method settings.
Example) If the EMS settings are set to Fixed, ¥9999 in Rate modifications within Advanced shipping method settings, and in Country exception settings, the country America and Shipping method: EMS is selected, and the rate modification is set to "Default", the rate would be ¥9999, but if the shipping method is "None", it would display the normal shipping rate for EMS (For example if the product weight is between 900g to 1kg it would be ¥5300).

1. Edit the rate modifications setting for EMS in the Advanced shipping settings
Configure a fixed rate of choice.
2. Next, add a country exception for EMS for a certain country of choice.
When "Default" is chosen, the preview should show the fixed rate that was configured in 1.
3. When "None" is selected, the preview will not show a rate configured in the advanced Shipping settings.
In this case, the shipping method calculated based off of Japan Post will be displayed.
